I would recommend any of the Nvidia or ATI video cards that come in the PCI format. Your computer only has PCI slots. These are the older slot types, so your options will be limited for brand new cards, but there's still plenty out there. As long as the slot type is PCI and the chipset is a major manufacturer, it should work with no problem. Do NOT get any video card that says "PCI Express" or "PCI-X" - they won't fit.

Video cards for desktop computers are available in PCI and AGP bus types. The latest cards are AGP type, they are faster and better because the AGP expansion slot is designed for video/graphics cards.
The range of graphic card is large and in price, because the graphics cards capabilities depend upon the graphics capability (eg rendering performance), graphics processor and size of video RAM etc.
To determine which video card you should buy depends upon how much money you want to spend and the video card performance to match the various graphics requirements of your programs. For example, if you play games that have realistic images and smooth actions then you need a high performance AGP video card with high CPU and rendering performance with 2Gb video RAM or more RAM.
Speak to your friendly computer shop to check what is available, or check the Internet - do a Google search on high performance video cards etc.

D300 can be found scarcely new. It has been replaced with a newer model D300S. The D300S incorporates video and both SD and CF capability for extended uses of writing the photos. Since you don't mention how you're receiving the signal, I'm assuming you use a cable box or computer. Adjust the output settings (e.g. 720p, 1080p) on the box and then adjust your TV settings. If it's a computer, you'll need to adjust the video card settings to a compatible aspect ratio (e.g. 1366x768) for the desktop to display properly on the TV. Details can be found in the owner's manual.

Proper modem driver for the Insignia D300?

If the modem is working, that is all that matters. A different driver is not going to change anything. The line sync speed that you are talking about is not a big deal. It is going to vary nearly everytime you connect, no matter what, and is not an accurate indication of actual download speeds.

Audio card

Do you mean the sound driver for the D300, or did you buy a separate sound card? How is it you don't have sound but you have everything else? The recovery disk for D300 should have the software drivers, that or go to intel's website.

You should have no trouble using the SDHC cards. SDHC stands for Secure Digital High Capacity. The images should load directly from camera to computer, without the need for any additional hardware.
