I would first try a different (new) charging cable. If that doesn't work the Battery is likely bad.
If there is a Batteries Plus in your town, they can get a new battery installed. I say it that way because most stores send they in for repair (it's not usually done locally). Of course you can find places to send it in but you take the chance of shabby workmanship or shady repair shops. If you take it to Batteries Plus you are able to hold then responsible for any repairs.
Last option would contact Apple iPod Service Answer Center but repairs would be guaranteed.
