I have never used harsh abrasives or scratch pads to clean my toilet & the finish is off the inside of the bowl on the bottom. Is there anything I can do to fix this problem?

I suggest that you replace the cap with the new seal, it sounds as tho the valve is not shutting off and the bowl fill tube continues to run. Have you adjusted the water level to 3/4 of an inch below the overflow tube. If not, try that.
SOURCE: basement toilet won't flush. water fills the bowl
Check your flapper line to the flush handle. The flapper is in the tank on bottom. There shoiuld be a plastic line to handle or chain. :)

The flush megnisems rubber has parished.
Step1. open sistern and locate the flush meganisem, [shoold 90% of time be the gajet in middel]
Step2.unhook or unscrew all the handels conected to it,
Step3. turn the meganisem left, it wil pop out and at the bottom after you pop it out u see a black rubber that looks damaged, go to plumbing shop with the rubber and they will give u 1 ,its cheeep.

I am not familiar with the model of toilet that you have, but many toilets suffer the same problem. It is usually due to the toilet cistern over-filling, as the water running into the bowl is the safety-overflow mechanism. The overfilling can be for a few reasons. The most common is that the fill valve is being held open, either due to mal-adjustment, or due to it being postioned slightly wrongly so that it hits either the side of the cistern or another part of the mechanism and can't close off properly. If you lift off the top of the cistern and watch what happens when the flush goes, you might be able to spot what is preventing the valve from shutting off entirely, and solve it. Hope this helps! :)
How to Clean SmartGrind Blade Coffee Grinder - White
1. Always unplug the unit before cleaning. Wash the lid in warm, soapy water - not in a dishwasher.
Wipe the grinding bowl, base, and other parts with a slightly damp cloth or sponge. Take special care
around the blades; they are sharp! Dry parts thoroughly. Do not immerse grinding bowl, base or plug
in liquid or under running water.
2. Never use harsh detergents or abrasive cleansers or scouring pads to clean any
part.
3. To remove residue or aromas left behind by nuts, grind one tablespoon of baking
soda in the bowl then wipe thoroughly.
4. Use the built-in cord wrap on the underside of the unit to store the cord
