Thats all thats there, water pump,inlet tube,Take the cover off & pressure check the system. PS. a bad water pump doesn't have to be noisy to be faulty. the gasket,connections & water seals go bad too. Does the timing belt squeal? take off that cover & check it out. good luck
if the pump hasnt ran the o rings might b stuck ,i removed mine soeked it in hot water then hooked up a battery and pumped some water through worked fine for the rest of the season but had to do it again the next fall
Generally a Grunfos without timer will operate each time water temperature inside pipe falls below 90 degrees. http://waterheatertimer.org/Water-heater-recirculation-system.html So when timer turns ON, then grunfos receives power and thermostat must sense temps below 90 before pump turns on.
make certain there is a non return valve in the suction line. immediately before the pump, it can help to have a second one at the water supply Make sure there is constant fall in the pipework , no high and low spots, Pumps work better pushing uphill, than they work s ucking, so the closer the pump is to water supply the better mount a pressure gauge at the pump this will help you see what is happening
Main thing: ensure that there are absolutely no air leaks in the piping from the inlet of the pump to where the pipe goes into the ground. All fittings must be tight.
Make sure there are no plugs missing on any check valve in that piping.
Put water in the pump and open a valve on top of the pump just enough to vent air, but no enough to let all the water come right out. Good Luck.

The curcuit should be simple. The pump is the heart or this system it draws water to the pump(if it can't then the hose is plugged, or damaged) or the pump is bad. If the pump is working then it should be pushing water to its destination. if the water comes out the pump but wont or cant push the water to its destination then the impeller is bad.
