SOURCE: No water pressure coming from pump
The pump is bad and needs to be replaced. you have done all the test. On the Briggs they do have kits to rebuild the pump on your system you can just go to there website and get the rebuild kit. It is safer to go through them because they have jsut started producing the rebuild kits, and other companies have tried to copy them, but there kits are worthless. Please rate
If when you take the High Pressure water hose off the pressure washer pump no water will come out they you may simple have the bypass valve stuck. You may need to just remove the outlet fitting and clean the bypass valve.
It would be helpful to know the model number of the pressure washer or the pump.

problem is definietly the carb most likely the diaphram I would need to know if this unit has a float type carb or a carb attached to the tank several things could be wrong here if its a bowl type carb the float my be stuck try gently tapping on the bowl this may unstick it otherwise you will have to remove the bowl if its a carb attached to the tank then the diaphram may be the culprit this is located on the carb and had 4 screws is square on on end and looks like a stairstep on the other remove the four screws and the diaphram is under that (made of rubber and is thin easy to replace and cheap and easy to obtain (they should be replaced every 2-3 yrs when removing take note theres a spring and a cup under there remember which way it goes
