Overheating brake pad or rotor

The pads are dragging because they are not retracting enough. You need to pull the whole caliper off and disassemble. Make sure that there are no burrs in the piston cylinder and the piston is not installed crooked.

Brand new taotao 50 scooter....every complete rotation of the front wheel at slow speeds makes a recurring squeak...sounds like disc continuallt touchnig pads at some point in wheel rotation...could it be...

Make sure it isn't a cable acutated disk brake. If it is, it is possible to adjust some slack into it. If the brake is indeed hydraulic, you wont be able to adjust it. A lack of brake fluid wouldn't cause the brake to drag. You could check for return springs and make sure the pads are seated into the caliper correctly. You could even disassemble the brake and use brake grease on the sliding parts. If the drag is very slight, I wouldn't worry about it; the drag will disappear within the first few miles especially if you use the brakes.

The rollers on the vaccum seemed to be dragging and making a clucking noise when you push forward.

Try to disassemble the rollers, or at the very least inspect, and make sure nothing is getting lodged between the housing and the rollers.
