Does the neutral safety switch control the gears on the transmission

No it doesn't. Any neutral safety switch is to stop a driver from starting a vehicle while said vehicle is in any gear other than P (park) or N (neutral) so the vehicle doesn't just start moving after startup. This doesn't effect the gears any whatsoever. Early US model vehicles had the neutral safety switch on the steering column and was connected to the shift lever. Late model automatic trans vehicles have this switch mounted directly to the transmission shift rod at the trans and mounted to it.

Your neutral safety switch is incorporated with your transmission range sensor located on the transmission follow the transmission linkage to the transmission there you should find the neutral safety switch usually black in color made of plastic with a wire harness connected to it you could get someone to shift it for you while you look to make sure you are looking at the right part.

The park/neutral position switch prevents the car from being started when the transmission is in any gear other than Park or Neutral.. When the transmission is in Reverse (with the engine running), the switch completes the back-up light circuit, illuminating the back-up lights.
