What are the 3 circles inside the face of the watches and what are they for?

If pressing either the upper or lower buttons on the right of the watch do nothing, then the sub-dials are probably only for decorative purposes.
If so, there will not be any movement in either of the buttons when pressed - they may feel solid as if they are part of the casing.
The hands on the sub dial, on close inspection, may be glued or even printed on the watch face.
If however, things happen when you press either button, get back in touch for instructions.

Watch glossary: F

FLANGE
The usually inclined ring that separates the crystal from the dial. The flange is sometimes equipped with features such as tachymetric scales and pulsometers.
FLINQUé
Engraving on the dial or case of a watch, covered with an enamel layer.
FLUTED
Said of surfaces worked with thin parallel grooves, mostly on dials or case bezels.
FLY-BACK
Feature combined with chronograph functions, that allows a new measurement starting from zero (and interrupting a measuring already under way) by pressing down a single pusher, i.e. without stopping, zeroing and restarting the whole mechanism. Originally, this function was developed to meet the needs of air forces.
FOLD-OVER CLASP
Hinged and jointed element, normally of the same material as the one used for the case. It allows easy fastening of the bracelet on the wrist. Often provided with a snap-in locking device, sometimes with an additional clip or push-piece.
FOURTH WHEEL
The seconds wheel in going-train.
FREQUENCY, see also vibration
Generally defined as the number of cycles per time unit; in horology it is the number of oscillations of a balance every two seconds or of its vibrations per second. For practical purposes, frequency is expressed in vibrations per hour (vph).
FUSEE

I have model fs-2919 would like to know what the other dials are for i dont have the booklet thanks for your help

The three small dials on this watch are all part of a "stopwatch" system. The small dial at the 12 o'clock is for tenths of a second( each half circle completed is one second or 1 whole rotation equals 2 seconds.) the small dial at the 6 o'clock counts a full 60 seconds for each revolution, and the dial at the 9 o'clock counts minutes(one full circle equaling an hour.) when the stop watch is started the 12 o'clock and 6 o'clock dials will start at the same time. you will notice that every half turn on the top dial equals one "tick" on the bottom dial. After the first minute of timing the top dial will stop ticking as it is for more precise timing of things that take less than 1 minute. each full rotation of the bottom dial will then equate to one "tick" of the 9 o'clock dial. hence the three dials counting tenths of a second, seconds and minutes. the setting of these dials is fairly easy once you understand the purpose. on the side of the watch there are two buttons(one top and one bottom) with a setting wheel in the center. When in use the top button starts and stops the stopwatch and the bottom button resets the counters. To set the watch simply pull the center wheel away from the watch all the way(2 clicks) set your minute hand and hour hand and then tap the bottom button repeatedly until the small dials all line up straight up. once that is done push the center wheel button halfway into the watch or one click to set the date. then simply push the wheel the rest of the way in and voila!!! hope this answers some questions

What is the dial around the crown?

mcdevito75 here, That dial is used mainly on Divers watches for Divers, by setting this dial, you can tell how much air time tanks that divers use have in them. It"s main purpose though is to hold the crystal asssembly to the watch case. A specialized manual can tell how to use this outer dial, it can be used as a measure of distance and time.

Just bought a Fossil FS4446 sports chrono but it looks like the hour on the chrono is stuck just after 19 on the small dial on the right i just want to check that this is indeed the hour dial. and if it...

The small dial on the right is 24 hour counter and it does one full circle in 24 hours. The purpose of this counter is to tell the wearer what part of day or night is exactly (p.m. or a.m.). There are some places on our planet where the night/day lasts for months and it would be difficult to realise it's morning or evening without 24 hour counter. Try to advance watch hands forward/backward for few hours and you will see this counter hand moving. If it does not move, your watch has faulty/broken wheel and needs to be sent back for replacement/repairs.
