The water has left a rusty film over the entire interior of the collection tank and I need to know how to remove it. Is there a way of safely taking the tank apart? Any other advice regarding this issue would be appreciated. Thanks

The float valve sensor in the bucket is either stuck in the down position or has broken entirely. Accessing the interior of the tank is the only way to know. I would recommend that you use a continual drain hose, but that is not recommended, as the coils need some water in the tank to cool.
The real downside is, that Windchaser has been out of business (phones disconnected, website down, etc) for several months and parts are extremely had to find.

Fortunately, it doesn't require a special hose, as a standard Garden Hose Connection is on the left side of the water collection bucket. You may have to carefully drill a 1/4 " hole in the center of the connection, once you unscrew the drain cap. The hose should be no longer than 5' , as the drainage relies entirely on gravity to drain.
When attaching the the hose, be sure that the female hose connection has a washer in it or it will leak. Hand tighten the hose connection firmly, being careful not to crack the plastic hose connection on the tank. Also, be sure that the float valve in the tank is in the DOWN. position or the unit will not run.
Turn the unit OFF and unplug it. Remove the water collection bucket. Look inside to see if there is a float valve device near the top of the tank.If there is, it's stuck in the UP position. Jiggle it, to make it return to the DOWN position. Once it goes down, reinsert it into the bucket holder.
If your unit does not have a Float Valve, when you reinsert it back into it's holder, it has to trigger the bucket removal safety switch. To make sure it does that, insert "squarely" in the bucket holder making sure that it's square from top to bottom. The bottom of the tank should not tilt downward, if it is inserted properly.

You may still have some packaging materials left inside the unit. The plastic pan doesn't stay in side the bucket. It's used as a drain pan on the outside. Also, be sure the air intake filter is in place, is clean and there are no packaging materials behind it.
To extract more humidity, after checking all the things mentioned above. Lower the extraction level to 32 to 35%. Lower percentages means extraction of more humidity. (i.e.200% -35% = 5% drop in humidity).

When you pull the tank out and look on top-right of the underside of the machine, (image being on top of the tank while it's sitting in the dehumidifier), can you see the nozzle properly sitting there? Imagining that the collection tank is inside of the machine, the water should be dripping directly out of that nozzle, into the tank. Also make sure that nothing is attached to that nozzle, cause the water to be redirected elsewhere.
I just had one giving me the somewhat the same problem. Upon taking it apart I found that the entire inside was filthy. This thing runs in a work area in my basement and sucks up all of the dirty air. When you take the water out of the dirty air you have nothing but the dirt and the water. When you mix those together you get mud which is what clogged everything up in mine.
Dehumidifiers need to be clean on the inside to run properly especially all of the fins on the condensor. You will probably have to take it apart and clean it. Concentrate on the fins and the water collection areas. Dehumidifiers remove heat from the air which causes the humidity to collect on the condensor. As it collects it turns into water droplets. Gravity pulls the water droplets into the water collection areas and that flows to your tank. There is some sort of float in your tank that lets the dehumidifier know it is full and shuts it off with some sort of switch. It does this so it does not just keep running and eventually pour water onto your floor. It sounds like your switch and/or float is stuck. Find the float and switch and manually work them to make certain they are working freely, clean if necessary.
If the dehumidifier does not remove water like it should it is probably not getting good airflow. There are ice sensors on the evaporator that tells the compressor to stop working. However the fan will still run to pull warm air across the ice so that it melts, goes into the water collection area and into your tank. Some of these ice sensors work by measuring air flow. If there is no air flow or very limited air flow the sensor will tell the compressor not to work. The fan will run again to melt the ice so that it melts and is removed. If your condensor is dirty and does not allow the air to flow, this could cause your problem.
