My phone want come on an the battery is not dead.I took out the battery 4 about 4 secs an it still didn't come on what should I do?

Mine does this often. Sometimes it's so dead that it has to blink for a little while before being able to boot back up.

The voltmeter should only go as high as 14-15 volts when the engine is running. I would check for a poor connection between the battery and starter.

To answer all 3 of your questions. There's a chance your phone is dead. Could be a fried battery, could be a totally dead phone. If you've tried charging it and that didn't help. It's dead.

If you get a lightning bolt on the screen while charging. The battery is fried and needs a new one. If you plug it in and get nothing, no lights, just a tethered brick. The phone is dead.

You can find the manual on Uniden's website, on the support page. Troubleshooting in that manual would be your best bet.

My 08 GMC Yukon XL died 3 weeks after I drove it off the lot brand new! They said they replaced the computer but in the last two years its been in the shop 8 times for the same symptoms yours has... Tried to go the lemon law route and they gave me 5k towards another car but I had to pay the lawyer half of that. The problem now is that the service records show how many times its been in the shop so I cant sell or trade it without getting screwed!!!

Thats what my phone does when the battery is dead. perhaps it did not charge last night. see if the phone will turn on while connected to the charger. if so, the battery is dead or defective.
