There is no sure way to know if the problem is the cable without taking apart the phone, and testing or replaceiong parts.
How
ever, if your screen goes blank when you touch the cable, then the
problem is either the ribbon cable, or the screen itself that has a
broken connector, or in rare cases the connetor on the small board.
Check first if the cable is not just misplaced in the connector, and eventually adjust it.
Replace the cable, that cost a couple of dollars. If you still get the problem replace the LCD display.

Yup, if touching the flex cable caused this issue, then you can be sure either the cable or the display circuitry needs to be replaced. It is cheaper to try to replace the cable first. If the issue still occers, then better buy a new phone, cuz the cost of replacing the display circuit is not worth repairing.

The flex cable is the weak link in all Flip style phons, so yes replace the ribbon/flex cable and most likely it will cure the problem.
