Check freewheel lever, if scooter is hard to push that is good, if it is easy to push the scooter the freewheel lever in wrong position.

It is possible the the battery could be damaged after being stored for that length of time. If it was wasn't completely charged before storage, or if it was exposed to extreme temperatures (even for a short amount of time) you may need to find a replacement battery. http://www.batteryinternational.com/electric-scooter-batteries.html should have the battery you need.

Cant help with the manual but the solution to your problem will probably be duff batteries. This is most likely but it could lie with a number of other things. May be charger but probably unlikely. If not batteries, I think this may be the electromagnetic brake not releasing properly and dragging the batteries down. You can usually smell if they are not releasing as they get VERY hot and smell similar to a burnt clutch on a car. The brake is attached to the end of the motor. If you can hear a click from the brake when the throttle is pressed, it might be ok (although it should really be tested with a multimeter for resistance and voltage as the fault could lie in the wiring loom). Also, if its not releasing correctly, i may have turned a shade of blue due to heat build up. Other problems could be high resistance within the motor or transaxle. Would need to perform a Motor Draw test to determine which, if any, of these are at fault.
