I also found the manual on the product page on the Dirt Devil MX site: http://www.dirtdevil.mx/easy-steam-handheld-steamer . Did you check the belt? The most obvious problem is that the belt has come off of the shaft or it is broken.

You can pull on the tab to remove the bag, but probably a better way is to gently pull on the rubber ring that attaches the bag to the back of the vacuum body. If you don't yank and ****, it should come off without spilling the dirt. There may also be a paper bag actually catching the dirt inside the cloth bag. If there isn't, I recommend you get a package of those. They come in packs of three, and they're disposable -- instead of emptying them, you toss them and install a new paper bag.
