Check the breaker for that circuit, and especially the wires and connections.

I just bought my house. I have all electric baseboard heat. One of them has started to make this high pitch humming noise. I cant find anything to identify what type of heater it is, nor do I know how

Could be just an AC hum do to time and previous heating expansion/contraction altered it's characteristics.
You could [this is a crude way} just kick it to see if that stops the humming other then that completely dismantle it and reassemble it tightening the connections and support structure
I don't know what your heating/electric bill is $$$$ but my experience it's cheaper to heat with some other form of energy and in case of power outages you can heat your house using a generator where as electric heat you can not

GE electrical house breakers keep tripping. Any problems or recalls

You may have overload that power circuit with too many appliances.
Check the load of each of the appliances on that power circuit, add them together and check to see that it does not exceed the rating of the circuit breaker.
OR
You have an overload or short/fault on an appliance on the power circuit that is protected by that circuit breaker.
To identify the faulty appliance, disconnect all the appliances on that circuit and then connect each appliance one at a time to see when the circuit breaker trips out. When that happens you have identified the faulty appliance.

I have just completed installing a Honeywell HE220A humidifier to a Carrier Weathermaker 8000vs that was installed in 2003. My problem is that all the identified circuits in previous posts on the circuit...

I believe that Carrier has a 24 volt setup for humidifier but am not sure. On the circuit board I think there is a terminal (HUM). If there is this terminal connect 1 wire to this and 1 wire to C terminal.
If not, pretty sure there is a 120 volt EAC terminal. This would only kick on when blower is on. If you have to use this you would have to install transformer to the EAC connections

The pump lost vaccum, now the motor shut off and pump only hums.

Prime the pump. If it still just hums, try to turn the impeller. If the impeller is not jammed, and the motor hums or it doesn't start at all, the motor may be bad. Check for correct voltage of the incoming power wires inside the motor connection housing. Sometimes turning the circuit breaker off, then back on will fix it.
