I have 2 schatler fsb6 and the 2 heads have problems the 1st one is the drag pan and the 2nd one is the drag tilt i was thinking of taking them apart and joining them as one fully funcntional head
Probably by undoing various screws, allen bolts etc, but I would advice approaching this with great caution, as they are precision items and it would not take much to render them both useless. Apart from other considerations, how is the fluid contained within the head ?

My first tripod was a Velbon. When I started wedding photography, I bought a bigger one for a Bronica medium format camera.
They don't really come with manuals, as they are pretty self explanatory. You can tighten them all down and undo one knob and see what moves. Tighten that and see what happens with the next knob.
Basically though;
You have 3 knobs or clips to extend the legs for height.
You have one knob to raise and lower the central pole. Often this can be used as a monopod.
Then you have the 'Fluid Head', with three adjustments;
1. Pan, this allows the head to move left and right.
2. Tilt, this is normally controlled by turning the stalk that you hold.
3. A knob to turn the camera base Landscape or Portrait.
4. Some have drag/friction knobs and various locks.
There are empty promises of manuals in this link, but there is a video on the Velbon Fluid Head.
Alisa: With all 'video tripod heads'...., regardless if the are the original 'true' fluid heads (that actually used a liquid (oil) to achieve 'fluid' type movements) or a modern professional 'fluid' head (that actually uses a clutch mechanism like a cars transmission) or a fluid effect head like the Manfrotto #501HDV (which used nylon discs sandwiching a ball bearing race)...., always store with the pan and tilt mechanisms unlocked!!!! This means the camera platform should be positioned in the 'rest' position (not tilted forward or backwards), also ensure that any counterbalance mechanism is released so as to eliminate strain on the internal mechanisms!!!! If you remember to do this and don't overload the head..., you will extend the life of your gear significantly
Check the wires and connections going into the transmission as it may have pulled apart while you were working. Run fault codes to check for any sensor that may have been faulty (torque converter clutch) or TCM
they don't use fluid - maybe some grease in the tilt and pan of the head, but the tripod itself doesn't need any.. you might need an adjustment somewhere... I own 3 of these.
Not fully understanding your question. You stated that the "head does tilt smoothly on 516. How do I get it smooth". What are you asking exactly? How to smooth out the pan as well, or how to make it tilt even smoother?
1st measure the fluid you take out and make sure you put back the same amount 2nd the fork tube comes out of the bottom half after you unscrew the allen head bolt on the very bottom of the fork
