Install an IR Remote App in android phone. The app link below worked for me to remove the fpa lock on. Configure the App for your RCA TV. Set TV as Device type, RCA as the brand. and choose the model (e.g., TV 20 F420T) also, select the Alternate IR Driver.

All the options of the command may appear in a list form. Close that and an actual remote with buttons should appear.

Then Power your tv will turn ON. Press the Menu. Pressing the Channel Down/Up Button to navigate to Preferences. Press OK button on the screen.. Then Navigate to FPA Lock. Press OK again. THis will turn the FPA Lock to Off.

· Find the lock button on the Insignia remote control. The lock button is located on the third column from the left on the second row from the top of the remote.

·Stand within operating range of the Insignia TV, then aim the remote at the TV's receiver and press the "Lock" button on the remote control.
· Aim the remote at the TV and press the channel buttons to make sure the TV is unlocked. When the TV is locked, it shows a black screen and does not allow you to view anything else. 1.Switch on unit 2.Press- Setup on the remote 
3.Select the Lock option from the on screen setup menu 
4.Press Lock on the remote unit ( under slide cover) 
5.Press 0 7 times on the remote keypad 
6.A message appears stating the unit is now Code free on the screen 
7.Press Enter on the remote. 
8.Close Setup menu and switch unit off. 
9.Switch on and enjoy Multi-region DVD playing

If your set has a blue screen with a small red lock on it, yes you are in the child lock mode, if there is no red lock on the blue screen then no you have another problem. It sounds to me like a child lock function, which is usually what the screen + padlock is on TVs. Usually your original remote would have a button / sequence to unlock the mode. If you still have your original remote, look for a child lock button or refer to your remote manual (and/or TV manual for the child lock feature) to unlock the mode.
