I think the motor might be pooched. We I pull it to start dosnt start put the piston sounds like it is rattling inside. Can it be fixed, changing piston n ring.
What's the compression like? Take the recoil housing off, remove the spark plug. Turn the 'pawl' by hand, you'll feel if its smooth when the pistons in motion with no resistance. If there's any stiffness or grinding, then you'll be looking at possibly replacing the cylinder and piston/ and rings. It could also be a crank bearing or con-rod bearing so if you're not mechanically minded id suggest taking it to a repair center.

Make sure the fuel tank cap inlet valve is working properly, this will allow a vapor lock if it is not. Then check the fuel line in tank to make sure the pickup filter is not hung up in tank thereby allowing the fuel to get below the pickup. Also check the fuel line for holes. You can also try toro.com customer care, manuals and parts, type in model no. then get owners manual and see if in troubleshooting section it list this problem.

Fuel filter is located inside the fuel tank. You have to make a hook out of about 10" of stiff wire (wire coat hanger works perfect) Hook end should be about 1/2" wide. Remove the fuel cap, insert the wire hook and snag the fuel supply tube with the filter attached to the end. Pull it back through the fuel filler opening, replace the filter and reinsert.

Be sure you have no spark ( 90% of the units that come into my shop for repair with the complaint of no spark- have a fuel issue). Be sure the spark plug is good.
If no spark then remove the ground wire from the module and check for spark again. You must use the recoil starter- spinning by hand is not sufficient. If still no spark then replace module. If there is spark with the ground wire disconnected then there is a problem with the kill switch or a bad wire.
