The agitator spins with the tub so clothes wrapped around the agitator will have no effect on the spin other than a balance problem
The hum and failure to start spinning may be attributed to a failed (failing ) start run capacitor or program board not moving on properly
As the start /run capacitor is for the motor and if it start the wash cycle ok but after that cycle ( around 30-40 minutes) it may be too hot to restart the motor for the spin
I suggest that a technician be called in to get a proper diagnosis and a quote
I had exactly the same thought about the jeans, but the answer I get is that it didn't happen until then. This machine apparently has different speeds for the spin cycle and will sometimes start spinning slowly, and gradually build up to 3/4 speed. I was wondering if there could be something stuck in it that was causing to much of a load for it to start correctly and then to keep it from spinning at too speed? It isn't my machine, but being a mechanic I lil to know what causes a problem rather than changing a part and even if I have something repaired I like knowing why it happened.
some machines start spin slow so that as the water level drops there is a better chance of the clothes balancing out
from you problem description, it appears that the program is not progressing the motor speed and that may be causing the hum ( low voltage to the capacitor) and so the motor is not getting the charge necessary to go to full speed
at this point it looks like a program board problem and as they are fairly costly, a quote would be in order
That sounds right since the buzz is obviously a low voltage or overload issue with the motor. One last thing, she has had problems with the timer and was wondering if the timer could be out of time and causing the problem. Thanks for your answers.
if the timer / programmer is a rotating knob that moves and makes and breaks circuits ( unlike an IC board), then it is possible that the timer is not progressing properly and is not making proper contact
This was a problem with the older westinghouse , simpson and hoover models

it sounds like the gear dogs in the agitator. pop he top of agitator and check. its a easy repair.
SOURCE: ge top loader washer agitator does not work
To check the agitator. Start the washer into wash cycle. Once started Push down on top of agitator. If it catches some times or all of the time when pushing down, then then doggets are worn, under the agitator. You`ll have to remove the agitator to see these. If by pushing down on the agitator, nothing changes, Then you probably have a transmition problem. Check this and let me know what you find.

My
washer is 2 years old and this is 1/2 the cost I paid for it new. My
review of this product after 35 years of technical experience; GE
products (Hotpoint)aren't worth buying any longer.
The problem is the Motor. There is an electronic PC Board attached to the top of the motor and under the drip protector, which protects the PC Board. On this board, there is a green flashing light which displays trouble codes by flashing. Unplug the washer, remove the 3 screws from behind the control panel. Slowly pull the control panel toward you and slide it to the right to release. Inside the washer, there is a diagram with the trouble codes printed in the lower right hand corner. Everything else is self explained. Flashes indicate the problem and the solution is all written. Since I have the same problem and a technician, this is a defective product GE has discontinued and re-manufactured. After phoning GE the motor #

sounds like you are dealing with the same problem as me .
take off the front panel (after unplugging power) take a flash lite and look at the large pulley at the back just below the pulley is the helix check to see if they are worn .
