I looked in my Hisense service manuals and 3 blinks error code is LED rail shutdown from over voltage or over current, most likely you have some bad lamps in the panel, you can open the panel up and take a 3 volt power source, like 2 AA batteries and test them one at a time, replace the ones that are bad or its easier to replace the entire strip..Good luck
Power supply regulator board fault. Check and replace damaged component/s at it main power regulator [SMPS] section circuit. Contact any service technician. Check voltages in power supply to determine if power supply is bad. Check vs, va, vsc, vce, 5v, 12v, 3.3v, 1.8 v to see if you have these voltages coming out of the power supply.
Is the standby LED light off ? Do you hear clicking sounds when you press the power button on the TV ? If not it's probably the power supply board. Look at the fuses(s) on the power supply board. If the fuses are good you may have to replace the board if bad.
