I found the following evaluation of the sound quality for the Vizio D television from the Rtings.com web site:

So, you probably didn't make any errors in setting the TV up and may need to purchase a sound bar or speakers. We have an older model Vizio TV and found the sound quality is improved with added speakers. Our speakers can work as a sound bar or 2 speaker units on each side of the TV.

Sounds like an electronic failure. If it's only been three weeks I would take it to the original purchase store and ask for an exchange.

it is not programmable you play your tv through it and you adjust the sound seperate from the tv sound

I thought these sound bar gadgets, were designed to produce the full 5.1 effect, so the satellite speakers would not be required. Never liked the idea of these things, if you have the room, to accomodate a full 5.1 system, then go with that.. If you have space limitations, a sound bar if a good compromise

You may try the code on this screen to see if it will work. I have also provided a link with instructions on programming your DISH remote to other components.
