These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices. http://electronicshelponline.blogspot.com/ http://electro-medical.blogspot.com/

The deflection board needs replacement. The chirping is indicating the deflection circuit has an issue. You can get a replacement deflection board from www.tvrepairworld.com which includes instructions on how to remove and replace the board.
replace CP150 CP114 and CP120 all three capacitors are available at the following link with free instructions they are listed under the RCA parts category which are the same ones for your GE TV. http://servicemanuals.vstore.ca/
if you take the front cover off the tv, you will see 6 little nobe, the top 3 are focus, bottom 3 are brightness, should be RED-BLUE-GREEN in order from left to right, find the one that is blue, turn it down a quarter turn, should fix the problem
Yes and No it depends on what is wrong If your luky it will be 3 capacitors on Deflection board cp150 2200uf 16v and cp114 cp120 220uf 35v capacitors they are green with gold writing on them If cp150 is puffed up on top it is bad. So then replace other 2 caps.
If this doesn't work with your new remote there is always the way that I have done it in the past and that is to use the find the code function on your new remote. It is a pain but can be done and is quite effective. Each remote is slightly different, but for the most part you would hit the set up botton and hold it in until it starts flashing then hit the T.V. Button and then hit the first code it tells you to hit and then hit the power switch if it doesn't turn off your T.V. then you hit the increment button up, (this is different for each remote so it is important to follow the instruction manual on this part) You bassically keep hitting the incriment button until your code comes up and then it will turn off your t.v.! Then your done. Note: It may take up to 400 pushes of the increment button, but it will work.
