You have something that's been sucked up into the floor cleaning part of the machine... then clogged it off. Be persistent and you should be able to find it and get it out..
Either the pin on the brushes that attaches to the motor shaft is broken, or the motor is dead. Did you check the switch on the front of the unit to make sure it wasn't turned off?
Most Hoover uprights are a "fan first" design, meaning that all dirt enters the motor , hits an impeller fan and is blown from there into the bag. You will need to open the vac, remove the belt and two C shaped clamps holding the motor in place and remove the 4 screws holding the fan cover. Look for a broken or damaged blade on the fan. It is a threaded fan and can be purchased at most vac shops. Reassemble in opposite order. Post back to advise what you find

take the top off the vacuum and you will see 2 straps one on each side of the motor,take the straps off and remove the base from the upright.the motor housing will be at the bottom of the upright.you will see some screws on the front of the housing and on the back.take those out and the motor housing will come apart.you will be at the fan and the motor itself.theres probably something caught in the fan.
