No, but you could ask them. Be careful, Western Union is the preferred payment method of scammers because it is not possible to call back a transfer and there is no recourse if anything goes wrong.
No offense intended, but I am not sure what a western union instrument is. You need to contact whoever provided it to you. I put a link to Western Union's web site in the United States.

Try your phone directory or better yet 'google it' that way you can give your location as there could be several near you. A lot of supermarkets have a western union (at least true here in states)
If you did not ask for money or it is a prize money for a competition you did not enter then this is a SCAM. If it is too good to be true then it is bogus. I suggest you ignore this e-mail.
Do not pay through Western Union. Money can't be traced and you are not covered to get a refund from either Ebay or PayPal. It's most likely a scheme to fool people into sending their money.
