If this is the correct filter pictured, the seal on the valve is probably defective, usually due to moving the lever for backwashing while the pump is running.So it is sand that's passing through.
Find the model number of the valve, go to your pool supply store such as pinch a penny and buy a new rubber seal. If you want you can remove the 6 or 8 screws on top of the valve and take the seal out and take it with you to match with the new one. (just make sure you turn off all power to the pump so it doesn't start off the timer while you're working and be careful not to drop your screws inside the tank)

what I do isto take the top off the filter collectot just before the motor, insert your hose and fill the line from the strainer basket to the motor basket.let it runn for acouple of minutes.quikly take out hose and screw on basket cover,turn on motor and wait about one minute.you will see pool water start to volume to motor and filter.You will have to fix the shorting out of the motot first though.since I do not know how the unit is configured ,it's hard to say.
