Its basically a BIOS password so factory reset won't help go to BIOS during startup in BIOS search under security and there you can disable it.

  1. Download and install the latest SSM utility (SP42536).

  2. Navigate to c:\Program Files\Hewlett Packard\SSM .

  3. Access biosconfigutility.exe to reset the BIOS administrator password.
    a. From a command prompt, navigate to the SSM folder.
    b. Type biosconfigutility.exe to start the utility. A list of commands displays.
    c. Type /newsetuppassword:"password" to create a new BIOS administrator password.
    d. Close the command window.


  4. Restart the notebook PC and press F10 at startup.

  5. Log in using the new BIOS administrator password.

  6. Choose User Management and delete any previous ProtectTools users.

  7. Save the new settings and exit startup.

I turned on the laptop then pressed f8 then it told me to enter a password

Actually its asking for a administrator password..
If you have already set a administrator password punch in that...
If you dont have any password set just push Enter.
You must be able to get into the safe mode...............

Did you lost the administrator password? There is a way to reset it. You will need the install disk in the resetting process. Please make sure you follow the steps accordingly.

From Mac OS knowledgebase:

Resetting the original administrator account password Follow these steps to reset a password when there is only one administrator account on the computer, or if the original administrator account needs a password reset. "Original" administrator account refers to the one that was created immediately after installing Mac OS X. If the original administrator password is known, that administrator account may be used to reset the passwords of other administrator accounts using the steps described above.
  1. Start up from a Mac OS X Install disc (one whose version is closest to the version of Mac OS X installed). Usually, you can start from the disc by putting it in your computer, restarting, and holding the C key. Or, put it in the computer and click the Install or Restore icon you see in the disc's main window (after which the computer will start from the disc without you needing to hold C). Or, you can use Startup Manager or the Startup Disk preference pane to select the Install disc.
  2. Choose a language, click the arrow button to continue, then choose Reset Password from the Utilities menu (or from the Installer menu, if using Mac OS X 10.3.9 or earlier). Tip: If you don't see this menu or menu choice, you're probably not started from the CD yet.

    Note
    : The default keyboard layout is U.S. English while started from the installation disc. If you use a keyboard layout other than U.S English, use the Input menu (the flag icon on the right side of the menu bar) to select the desired layout before typing a new password.
  3. Select your Mac OS X hard disk volume.
  4. Select the user name of your original administrator account.

    Important: Do not select "System Administrator (root)". This is actually the root user. You should not confuse it with a normal administrator account.

Forget my password ADMINISTRATOR in safe mode

hi,
The easiest way to recover your admin password in windows is to restart in safe mode (keep F8 pressed at startup) and log in as administartor (default administartor user that only shows at safe mode startup with - usually- no password). then you go to control panel and reset the password on your normal admin account. restart in normal mode and you are done. if that doesn´t work there are various password recovery applications you can download and use :
