2000 Cabrio. Lights,radio,windows work..will not turn over.
I can turn the lights on,roll windows up/down, radio works fine, however the vehicle will not start, I have little knowledge about cars but my guess is the starter, how can I be sure?

Does the car make a clicking noise when you try to start it. The best way is to take it off and have it checked at an auto electric place and havve them fix it. this will be cheaper than buting a new one.

If the anti theft light is blinking and you say that everything else fine.. My first thought is that the key is not programmed to the vehicle. The key has a internal chip that must be programmed to vehicle in order to start. Now my other question is, Is the key your using for the vehicle the original key or have you just recently had a key made? Regardless, in order for the yur Tribute to start, the key. Or keys have to be program to vehicle by your neighbor dealership. Thats the reason for your anti theft light is blinking
Try first unplugging battery cable for five minutes, this sometimes fix the problem. If it does not replace electric windows relay and electric windows fuse.
there is a regulator for the display brightness, you may have it turn'd down or it has stopped working;. it controls the brightness at which the dash lights are. usually has a speedo sign on it. goes up and down. it works with the main light and is conecter to them on the same lighting board if it has gone then a new light swtch control switch will be needed.
If all of the fuses inside the car and in the engine compartment are good, you will need to check the key switch to see if it is providing power to these circuits. You will need a repair manual to get the wiring diagrams. It's possible the car had a security system and it has failed, or a relay is dead, but I would start with the key switch.
You need the Body control module (BCM) scanned for faults, these are BCM related problems, yes they are all computer controlled. Also did you get the new BCM programmed for your vehicle?
Panels should be , one on drivers side under dash, should be a cover to remove, and another which is power distribution box under hood usually near front drivers fender.
I would look to see if the anti-theft light is on next to the door lock. A 95 cabrio did this when I was test driving it. All we did was get out of the vehicle and manual lock and unlock the car, then it went away. This could definitely be more complicated than this, but always worth a try.
the starter relay is on a module conected to the radio relay....the starter must be cold when starting or it will not start in this problem on this vehicle....in other words you have a bad starter relay.:)
