I already posted this - My PC goes nowhere on startup, it runs the fans and buzzes a bit but no monitor signal appears. It sounds as if it is running and keeps going for ages but never any BIOS, etc.
Is the MB fried or am I missing something? I tried reseating the RAM as suggested by Geekman and I have disconnected everything except the monitor. I am trying to find a keyboard with a PS2 connection so I can hit F1.

Check BIOS boot options and assign local hard drive as first for faster boot. This is also where you set CD\DVD as first to boot from disc. Look for F Key press on start up. It will be shown on screen. These can vary.
Many HP machines also have a boot menu option during boot. Again an F key and may vary.

won't boot at all? it's probably the BIOS settings go to the BIOS settings by pressing F8 or DEL go to advanced settings look for "boot device priority" or something like that set the first priority device as your harddisk save & exit,restart,happy computing
the "boot device priority" maybe not placed on advanced setting,each BIOS has different interfaces,just look for something like that,it's easy
Boot the computer and watch the screen. It will tell you what key to hit to get into the Bios or System Setup. You have to hit the key when you see the message or it won't work and you will have to restart.
It also shows you which key to hit to change the Boot Sequence or Boot Order. But you have to hit the key when the message appears on the screen or it won't work and you'll have to reboot. This is a temporary 1 time change for the current boot cycle. When you change it in the Bios or System Setup it's a permanent change.
Your motherboard has a CrashFree Bios2 feature that only supports the VGA output (not DVI). If you connect your monitor to the VGA port and see nothing then you should disconnect power and move the Cmos Ram jumper to Clear position for a few seconds and then restore to the operating position. Then restore power and see if you can enter Bios Setup. If this restores you to a default bios, do not upgrade again until you are certain that the bios version is correct for your chipset, bios manufacturer, etc.
Yes, this sounds like the traditional black screen issue, but it's
different! This machine is a Dell Dimension 3000 with XP. System won't
boot. After Blue Dell BIOS splash screen with F2 & F12 options, it
just goes black. There will ultimately be a white cursor in the upper
left hand corner. I can edit BIOS with F2, I can get in to the boot
menu with F12, but I can't do anything after that. I can even get in to
the Safe Mode menu (F8), but it never boots.
BootSuite is an awesome toolkit that includes a boot CD and several other data rescue tools that help get your PC going even if Windows won't start or computer won't boot up at all.
If not even the pressing of the Del key during POST brings the BIOS screen then you will have to dismantle the unit, disconnect the SDD and try to boot like that. If it fails even now then the BIOS has been corrupted beyond repair - you will have to send the unit for repair - a dealer or the manufactured will have to reload a new BIOS at a hardware level, with special tools and software.
Check the boot settings. The bios may be trying to boot the old hard drive and doesn't even see the new one. If the old hard drive was removed, the BIOS will go to the next boot device. Also, is there something on the hard drive to boot to? If it is a blank hard drive you will need to install an operating system, otherwise it will not boot.
