Device won't unlock keeps saying it's wrong pin. I am certain I am putting in the correct pin it's the same pin I have used since I created the pin as security

Please make sure the phone is asking for the PIN of the SIM card. If it is asking for "SIM network unlock PIN" you will need to get an unlock code. You can get one within 30 minutes here

When the phone is unlocked, you only have to give in the pin that belongs to the sim you did put in.
If the phone is not unlocked, you won't be able to unlock it, because only the first owner with his sim, can ask for the unlock code. Lots of providers want you to continue a contract for a certain period, even when the original contract had finished. Go back to the person you bought the phone and insist he helps you with the unlocking.

A Personal Unlock Code (PUC), also known as a PIN Unlocked Key (PUK), is used in GSM mobile phones
Most mobile telephones offer the feature of personal identification number (PIN) protection. After switching on the phone, if the PIN security function is active, the user is requested to enter a 4-8 digit PIN enabling the phone's non-emergency calling functions. If the wrong PIN is typed in more than three times, either the SIM card, the device or both become locked. They can be reverted to their original unlocked state by entering a PUC, provided by the service operator through verification. If the wrong PUC is entered ten times in a row, the device will become permanently blocked and unrecoverable, requiring a new SIM card. Cellular phone users are therefore advised by most providers to keep their PUC written down in a safe place separate from the device.
The PUC (PUK) is a SIM-specific code assigned by the service provider. It is near-impossible to guess and enter it; thus, if a user does not know his or her PUC and is prompted for it, it should be obtained from the service provider.
Once you enter the PUK code, you must set a pin. The PUK (Personal Unblocking Key) and PUK2 are used to unlock the PIN and PIN 2 codes respectively if your SIM card is blocked

Need the puk code

When a PIN code is entered wrongly three times, the phone line will be blocked. Irrespective of the owner, it is assumed that you are not the owner of the phone line when you enter your pin wrongly.

The blocked line at this point can still be unblocked and this is where the PUK code comes in. Once you enter the PUK code, your PIN code will be reset. You can then create a ne PIN code.

To get your PUK code, if your phone is using a SIM Card, Check the SIM card Pack and you will see your PUK code there. But if you don't have a SIM card pack, you can get the PUK code from your service provider.

Call the customer care line of your service provider using another phone, request for your PUK code and it will be given to you. Note that your service provider will ask you some few questions about your line in order to be sure you are the real owner.

Note that your service provider alone is the only one that can give you your PUK code because it's only your service provider that has it.

HOLD ON!
You may enter wrong PIN three (3) times only. After that your PIN will be blocked! To unblock, you need PUK. You can only enter wrong PUK ten (10) times. (This is as documented) After entering correct PUK, you will be asked for NEW PIN.

So, when it says "PIN blocked. Enter PUK code", you must enter the PUK. If you correctly enter the PUK, it will asked for new PIN, by asking "Enter new PIN code:". Enter anything you want as your PIN. You will be asked to enter it twice (two times).
From what I read from your post, you have done correctly, but you don't want to enter new PIN. There is no way SIM card/phone will use old PIN. The device doesn't know your PIN. So, you have to enter new PIN.
