First trouble shooting steps is to try a different source, or at least a different cable. A bad HDMI cable can allow sound but not image. Also look closely at the screen. If the sound is distorted, then you need to replace Sound board. If you do not have picture and sound, it has nothing to do with sound board.

There might be millions of reason and depends on the make and model of the TV.

On most of the samsung TV's, such problem might be due to defective Circuit Board. It can be replaced or repaired.
