The L110 needs the WICReset utility to reset the waste ink counter and a key to do that too. I believe the WICReset tool will also reset the ink levels without needing a key so if you can source the necessary bulk ink locally you should be able to get printing again.

First, we need to know what model # it is. A lot of the epson printers have a sponge in the bottom of the printer that the waste ink goes into. The waste ink comes from cleaning the heads. Everytime you turn on an Epson printer, it runs a head cleaning so your best bet with epson printers is to leave them on. You can get waste ink containers for most model on several ink supply websites, but you have to reset the waste ink notification before it will print again. There are several ways of doing this with the different printers, but you can download a program to help you. You can download it from here:
Hi. I have researched on it and found that the procedure below resets the waste ink absorber most of the times and that too automatically. Hope it helps.
Select the connected USB port number from USB PORT
Click LOCK RELEASE, and select the applicable model name in SET DESTINATION
In CLEAR WASTE INK COUNTER, select MAIN or PLATEN. The selectedwaste ink counter will be reset. MAIN resets the main waste inkcounter, PLATEN resets the platen waste ink counter.
If both the main and platen waste ink absorbers are replaced, reset both the main and platen waste ink counters.
Your printer has a built-in waste ink tank for the ink used during
print head cleaning. As time goes by, the waste ink tank gradually
fills. When the waste ink tank is nearly full, you should receive a
"Waste ink warning" error when you print. Press the RESUME button on
the printer to cancel the error so you can continue printing. Before
the waste ink tank becomes completely full, have the waste ink tank
replaced.
