Check the Battery charging mode. The device can only charge through the power adapter and may have shifted into the USB charging. If it shows USB charging, do the following.
Remove the USB connector from the Tab device and AC adapter from wall power outlet (Must need to remove both the ends).
Reconnect the USB cable and AC adapter to wall unit. Now check the charging mode, it shows charging with AC. Now the device can charge as normal condition.
If however it shows USB charging, do this step again by disconnecting the ports and reconnecting until you see the AC charging mode for Battery.
If the mode was correct, I'd test the charger unit for 5+ volts. It's possible it died.
It loses the charge because your device consumes a lot of power to keep the screen lit up. There is no problem with the battery other than the battery size is limited due to the size of your device.

There's no harm in keeping it on charge all the time. Unlike older rechargeables, newer Li-ion batteries don't need to be broken in by running them down and then recharging.
My ASUS Windows 8RT tablet is what I am basing this on, but it does the same thing. It's actually pretty common for the device to remain ON (standby) while charging. If you look at the battery icon, does it show anything different than usual?
I studied my galaxy note 10.1. when i use the original wall charger it charges well, fast an no red cross appears. when i hook it to the usb of my laptop then the red cross apears and the tab reports that it is not on battery ( look at the time on battery it does not change) the battery also remains at the same charge level that it was when i hooked it up. when i use the car charger it does the same as with the laptop. my conclusion is that when hooked to the car and/or laptop the battery does not charge, but the tablet is running of the power from the external source and not the battery. this seems to be a very clever move from samsung to preserve the battery when it cannot be charged by the device it is hooked up to.
1. Connect Kindle to a different USB. 2. Verify the charge light at the base of the Kindle is on. 3. Restart
Kindle by pressing Home > Menu > Settings > Menu and select
"Restart." 4. Leave the unit charging for 30 minutes
If the problem persist, contact Kindle for repair options.
