The Human Touch PC-075 recliner does not have a stop setting to limit the amount of recline. However, you may be able to adjust the recline tension by using the adjustment knob located under the seat. This will control the ease with which the chair reclines and returns to the upright position.

Power Recliner
The driver seat has an electro-mechanical backrest adjuster. The backrest adjustment switch is located on the side of the seat cushion side shield and is part of the seat control switch. The recliner motor is mounted to the backrest frame. Power recliners and motors are only serviceable by installing a new backrest frame assembly.

Sounds like the motor and gearing has worn out, they take a lot of punishment. Replacements are available (sometimes it works out much much cheaper to buy a whole second-hand seat). But that depends how much you like the car...
If you look under the seat, you will find several motors. For reclining there could be a few of options to check. Motor being one, and linkage being one, and just wear and tear on the swivel points. Hate to say this, but weight of the person can make a big difference on all I mentioned.
I would go to the junk yard and find a new motor. You can unbolt the seat and take it out. you could even try to hook the motor up to a car battery while out of the car.
