If the system doesn't answer the call at all then you need to turn the answering system on. If it answers the call but does not record a message then you need to turn "Announce Only" off. Both of these are in the Answering System Menu options described on page 13 of the manual.

Without call waiting or a second line, callers will get a busy signal if you're already on a call. This happens at the switchboard; it doesn't matter what type of answering machine you have because the second call doesn't get that far.
You can record your own message on the 1739 but, as mentioned above, if you're already on a call then the second call never gets that far.

What kind of phone are you talking about?

Try checking the modes of the phone. there are different choices like "airplane mode" which forwards all calls to your voice mail. You can see the calls coming in, but you are unable to answer them. Your phone is probably set to airplane mode. Modes are listed under calling preferences. Other examples of modes are background mode, normal mode, outdoors ect. If you cannot locate these modes under calling preferences contact your service provider and have them help you find them.

This would be best solved by your telephone provider, as your phone doesn't have an auto - block feature. I would suggest letting the phone company know, then request them to block the number that is calling you. Should they say that it would cost money to do so, you can always just tell them it is a harassment issue and there shouldn't be a charge for that, dependent on what state you reside.

The manual for this phone doesn't say you can turn the answering machine on remotely, but every one I've ever seen can do so. Most of them say call your number and let the phone ring...and ring...and ring, and eventually the answering machine will turn on. Ten rings is what I've seen most often. I guess the manufacturers figure most callers will hang up fairly soon if the machine doesn't answer, so they pick a large number. Try it on your phone; worst that can happen is it won't work.

There is a service provided by your dialtone provider called selective call rejection. Call your service provider have them turn the service on and you can add the phone numbers of the calls you want rejected and they won't show up on caller ID. The is a cost associated and varies with provider.

I don't see a specific question being asked, but I assume you want to know how to be able to stop the answering machine and the fax machine from answering calls @ the same time.

The easiest solution would be to order another telephone line and use it for the fax machine.

The only other option would be to purchase a device that "listens" for the polling beep that fax machines make and, if it hears it, sends the call to the fax. If it doesn't hear it, the call is sent to the answering machine.
