Service manuals are sometimes difficult to find as they were frequently intended only for repair personnel.

It's a somewhat convoluted procedure. Check needle is not too low. See page 68 in manual.

Looks better where doubled over, but still not right. Likely fabric type and wide needle plate. As a test, try a stabilizer or layer a stiffer fabric on the bottom to see if problem goes away.

Where is the buttonhole stitch?

Difficult to assist without more machine information. FWIW, a lot of older machines do not have a buttonhole stitch, but it is easy to do as long as the machine has straight stitch and zig-zag options.

Singer Touch and Sew Model 648 will not zigzag

There is an arm in the head that does the zig zag movement and attaches to the needle bar with a pin. If that isn't connected zig zag won't work at all.
