Any time I ever had trouble,first thing to suspect is the thermostat. They lose contact sometimes and sometimes you tap the face and they work til next glitch. If the thermostat has some years on it,go ahead and replace it. Can't you just leave the heat and fan in auto? That would be best,I think. don-ohio
Im pretty sure the fan switch on these use a switched earth ,so it's either the fan switch that's faulty and going to earth even when it's cold or there is a part of the wire that goes to the fan from the fan switch that is getting an earth possibly from chafing on the frame.I would suggest disconnecting the fan switch firstly to see if the fan shuts off.
The thermostat needs to be set for AUTO. If you have it on auto and the fan still goes even though the heater is off then you probably have a stuck fan limit. The limit has a long probe which goes n the plenum. As the heat builds in the plenum at the start-up of a warming operation the bi-metal inside that probe slowly twists around till the temp inside is 110 degrees, the fan comes on and we have warm air in the vents. Then when we have a cozy house the heat shuts down. The fan keeps a going till the heater cools down and the bi-meta twists back around and shuts down the fan. So what goes wrong? The bi-metal simply gets hung up in that position. Tapping on the dial will sometimes release it but it will keep occurring and become aggravating. These limits come in various sizes and brands but this is the most common one. If your machine is a newer model then that control board has a fried or stuck relay on it.
when it's on 'auto', the fan adjusts according to the temp in the car and the temp setting you have it set at. try setting the auto temp control down to 65, then hit the "-" one more time to send it to "LO" - the fan should automatically jump up to max.
Go to page 33 in your manual, see DRAM Clock/Drive Control & press enter. You can tweak your memory to run faster however your manual suggest not too. Hate to see you burn it up. As you will see everything is set to Auto:

When DDR Timing Setting by is set to Manual, use this item to set the DRAM frequency. Would be nice to have a side panel fan blowing on your memory.
