Hi Pete, okay there can be one of two reason for that fault.
1. check the motor wiring from the controller to the motor and if possible check the resistance of the motor by checking the brushes, if you have a smart meter disconnect the motor wires from the controller and take a resistance reading we looking at around 0.3 to 1 ohms.
2. Controller fault , i can test the controller for you free of charge , you simply pay the return postage..
