they are either restricted or what you are hearing is intercom tone and not dial tone. the phones may be set to dial out from a diffrent line grop as well have you tried dialing 81 82 instead of 9 and see what happens
I would first verify that the line is good. Take a known good corded phone. YES corded phone !!! and try dialing with it and make sure it dials on the line every time. Also make sure that the Pulse/Tone setting is set for your service( there is still a few area without Touch Tone belive it or not)
Once you verify that the line is ok check each phone and take the defective ones back to where you bought them.
It may not be registed with the main unit. You may need to register the handset. With my uniden all i have to do is put it in the main base until it says what handset it is (it should be a number).
