i want to tell you that that same problem is occuring my computer but now it is fixed
but your problem is of tv don't worry is this is help full to you--
this problem is common on this model. your vertical output circuit has gone bad. but i am sorry to say that a repair cost is to much for a tv this age. a cost would range 100-150. i say invest this into a newer tv. this model was good for 10-12 years and you have got better than that.

If it is affecting video only, the display's power supply
is probably at fault and without some
technical background and a couple of test instruments, you will not be able to
do the repair yourself.
What you can do though is; unplug the set, let it
stand overnight or at least several hours, remove the back panel and look for
two separate boards with mostly larger components on them; they will have
ferrite core transformers on them and several larger capacitors which are
cylindrical and mounted vertically to the board.
Before touching anything inside, especially on either
board, allow several hours to be safe since the larger capacitors can hold a
painful voltage charge for some hours.
The
section most likely to fail and cause your problem will be one that you see
associated more with the display than the incoming AC line; the latter is the
main power supply and its failure would result in no sound or video.
If you see signs of overheating such as discoloration of
the board material, it may not be repairable but if you can find a part number
on the board, you might be able to buy the power supply and install it
yourself.
If there are no signs of heat damage to the board, there
may be companies offering to repair it as a subassembly instead of repairing
the whole set which could be much more expensive.

this is an issue with either one of two things,
1) Power supply
2) Lamp 'Florecent back lighting tubes' ballest.
Depending on the service shop rates, the labor is more than the part. Call around and get some price quotes. Worth your time. These set's are still expensive?
Now if it's a 15" . Buy a new one. They are just a throw away item these days.

Sanyo is cheaply made TV, but then again, most LCD TV last about 2~3 years before breaking down.
You need to check out the power supply and the inverter board.

0ne of 3 has failed:
(in order of probability):
1. Backlight inverter
2. Power Supply
3. Backlight
Please seek the expertise of an experienced TV repair technician - as
they contain potentially lethal voltages that must be properly
discharged before work can begin.
