The scanner says there is paper located in the machine, however, I have take all pieces out and it still says there is something in there
This one is easy, its yoru exit sensor, the only sensor in the scanner "looking" up, so dust sits on it untill it thinks its paper. slide in a cotton bud or blow air in the small recess between the 2 black exit rollers visable where the paper exits from.

Jarett is correct it is the exit sensor. Mine had that problem and once the exit sensor was clean it worked like a charm!
Contact Panasonic and there support can help you locate where the exit sensor is.

Solutions :
01. Please switch of Desktop / Laptop along with this Scanner.
02. Reboot the machine along with the Scanner.
03. Any small piece of paper somewhere will be available, and then only it will show this paperjam error.
04. Please open all the openings of the Scanner and find out any small piece of paper.
05. If the problem still persists, call the local Authorized Panasonic vendor and let him
solve the issue.
06. Advise is can have a monthly servicing with the local printer vendor to sort out these issues.

Turn
the machine around and open the Jam Clear Cover (1). Look inside the machine and
remove any jammed paper. Then close the Jam Clear Cover (1).

After removing all of the paper scraps, Close the scanner cover by lifting the
scanner cover to release the lock. Gently push the green scanner cover support
down and then close the cover.

Remove the paper tray from the machine.
7.
Place one of your hands under the LCD unit and into the opening of where the
paper tray was.
8.
Using your hand, lift the front of the machine approximately 6 inches off the
surface.
9.
Look inside the tray areas roof of the machine and you should see a row of black
rollers. See picture below.
10.
Look in-between each of the black rollers for a piece of stuck scrap
paper. (A flash light may need to be used if you are having trouble
locating the paper scrap).

Using a pair of tweezers, the paper scrap can be easily removed from the exit
rollers.
12.
Place the machine gently down onto the surface. -
If paper scraps were found and removed from the machine, continue to
STEP
13. - If no paper scraps
were found inside the machine, the paper in the tray may be causing the issue.
If the paper is slightly curled, the print head will
catch the edge of the paper and tear it. To resolve the issue, the paper
must be replaced.

If you do not have replacement paper, follow the rest of this solution,
after you have replaced the paper.

If you replaced the paper, continue to STEP
13.

Put the paper tray back into the machine.
Note
Be careful to not force the print head to move.
If the print head
is positioned at the far right hand side, you cannot move it. Please
contact Brother Customer Service from "Contact Us".
Note
Use a flashlight if necessary to check thoroughly.
