12 dodge 1500 hemi has two burnt wires coming from underhood fuse box into harness. one wire goes to the wipers. the other is unknown. no fire or fuel. it will turn over. what do I check next?

Did you check for a blown fuse ? The normal way to find the problem would be to view a wiring diagram to see what all is involved in making the wiper motor work ,then testing . Fuse's protect the electrical circuit from electrical short's . If the wire the fuse supplies battery voltage to were to become damaged an the copper wire inside the insulation touched ground (metal body parts ) the fuse would blow . Plus on that year vehicle it could have a relay in the underhood fuse box . Could also be controlled by a control module (microprocessor) BCM - body control module , or someother type module . Don't know for sure if your vehicle has a TIPM - totally integrated power module . The TIPM is part of the underhood fuse box , an chrysler ,dodge and jeep have them .Believe they had them back in 2004. You may want to call the dealer an find out . You mite want to check out a few youtube videos on how to test wiper motors.
Rather then just guessing an throwing parts at it .

remove each burnt wire and replace where the insulation is not melted
do each one separately and check for dead short using a continuity meter ( multimeter) before moving to the next wire

At the positive battery post, you have a cable with a large and small wire. The large wire goes to the starter relay, the small goes to the fuse box and the key switch. The small wire has a fuseable link between the battery and fuse box.
Do you have power on that wire as it goes into the fuse box ? And are the fuses hot with the key on ?

SOUNDS LIKE THE WIPER SWITCH IS BAD

Your pump is controlled by the pcm using a 12 volt signal to the relay. Pull out the relay and probe the relay socket with a voltmeter. There should be 2 terminals with 12 volts when the key is on. With the key off, there should be one 12 volt terminal coming from the ecm b fuse. See top left of diagram below.

Fuses are intended to protect the wiring in a circuit. If it blows there is an overload or a short circuit. It could be a faulty wiper motor, a faulty switch or a worn through wire that is grounded. try disconnecting the motor first to see if the fuse still blows. Next inspect the wiring harness as I feel a switch is an unlikely cause. Check around the fuse box as well as sometimes fuses over heat and terminals touch.

If you can remove connector to wipers, do it, then turn them on and see what happens. If fuse blows, it's most likely a short in wiring harness, if it doesn't, then most likely the motor. Does it attempt to move at all, before it blows? Look for bad or bare wire in harness as well.

either the multifunction switch is bad or the wiring harness for the blinker is worn threw in the steering column, take it to a shop before you burn up the wirng harness, even if it's fuesd it can still melt thewires and cost a ton of money to fix.

You did everything else. You have voltage going to motor,so I would say that was it.
