It is probably the player that is dirty or scratched, You will have to buy a lense cleaner kit usually no more than $30, similar to cleaning the heads on a vcr. If that does not work then you will prob have to get it professionly cleaned.

Yes You need the Codecs for it, You can download the codecs here (XpCodec Pack, All in One)
Or Here from SoftPedia Link.
Download it, Install it and restart your PC, Then try running those AVI's.

Assuming I've got the right device, you can see the formats supported are listed at the top. I've had a look at the Toshiba website, and there are no downloads for your drive, however, I think you can get the user manual from here:-
http://uk.computers.toshiba-europe.com/innovation/download_manuals.jsp?service=UK
Its worth checking out, because there may be a firmware update option in the menu which may help.
From what I've seen, it has an operating system, if so, check the menu options here, see if there's a System Update option. Again, that could update your codec lists.
Finally, this is just a guess, but if there is an operating system, its probably Linux, there should be a software download option, see if you can download and install a programme called VLC media player. Its about one of the best.
SOURCE: The Toshiba DVD player won't play a DVD nor will
If you meet the issue of Windows Media Player won't play DVD, this is because Windows has dropped its support to provide Windows Media Player's built-in DVD codec for Windows 10 and above.
You can install dvd codec or try some other DVD player program such as Leawo Blu-ray Player which is free.
