To fix the band problem just buy another band and fit it
as to the hands , I'm afraid that it will not be worth the cost to have the hands re painted with luminous paint

Les, this is a known issue and there is help and a fix suggestion from JustAnswer dot com and others.
mcdevito75 here, Maybe a link or 2 can be reoved from the metal band, or an adjustment at the clasp can be done. Look for a small watch repair shop in your area, they can help.
Save your nerves and your money. Visit your nearest watch repair shop and ask to get links out. If you will try to do it yourself, you will loose your strap as you wont be able to put it back together. If you anyway decided to do it yourself, click on my profile and check out my solutions.
