For these 4 control wires. How many watts do they consume. I have a generator 150ft away from the transfer switch, should these 4 18AWG control wires upsized?

No. They are fine. The voltage is 220. But the amperage is nearly nothing because its just for signaling the generator and switch when the powers out. I install, repair, and service generac products for a living.

What do you mean by "there's no power to the disconnect switch"?
Is it the feeder from the mains or from emergency generator?

If it is the input from mains and you don't have voltage on it, this should make the generator to start, if automatic start is selected and thus give voltage to the other feeder (emergency), the switch goes on and the consumers have power.

If you have power on your mains feeder, you don't need voltage on your "emergency" feeder. Then the consumers should be supplied by your mains contactor.
