I've had this problem before. It was a while ago but it was either a broken belt or the belt had slipped from the correct position and needed to be put back on. It was under warranty and a service tech fixed it.
Samsung washer drain pumps usually have a trap that may be holding a large amount of debris (buttons, pins, coins, etc) and lint packs around all of it and the water can't drain, which means the unit won't spin. A more complete model number would be required to find out if the trap is accessible by removing the front panel or not.
3E means the motor is running below or above the programming RPM's, this is a real problem. hold down the two left buttons while pressing the power button. this will present you with the testing system. Press the temp button and T1 will appear. press the start button on the machine will move through the phases in 3 second bursts. if your drum doesn;t move your motos shot.

If you stand in FRONT of the washer, leaning over the top, the drive wheel is underneath the main drive motor, on the RIGHT hand side. Loop the belt over the drive motor wheel, then over the main pully, and it should be good to go!
