My limited research indicates this heater is designed for USA electrical systems. That would mean single phase, 240/208 volts, 60 Hz. The drawings I reviewed shows a 2 pole, 240 volt breaker feeding each heating circuit. That means no "neutral wire" goes to the heater and therefore no 120 volts is needed. This is good. Kenya's system is single phase, 240 volts, 50 Hz. The heater should work reasonably well on the African system. Connect the power just like you would in the US.

I service all sorts of Goulds water pumps for a living but will need some more info to troubleshoot your problem. For starters would need to know what voltage feeds it, single or three phase, horsepower, type of controller (pressure switch, Variable Frequency Drive, Three phase across the line start etc.), what you are doing with it, pump model number, motor frame number, etc. etc.

I bought a Fostoria 3060-3 used heater. My question is can I hitch that up with a 220 line instead of a 480? I might need a manual sent to me(I would pay for one) if no one is sure if that is something...

What you bought is an industrial voltage heater and I purchased one last year as well. According to the manual and the model number you give it translates to 30 kilowatts 60 is 600 volts AC the -3 is three phase. This is only for three phase 600 volt operation, and no you can not wire this heater single phase it will not work period. Even if you do wire this thing at 220 volts single phase double pole there would not be enough voltage to run the fan let alone heat the elements. Can you return the heater? By the way Fastenal is the distributor for these that is where mine was purchased. All of my information is out of the manual that I got with my purchase of a Fostoria FES3048-3.

Voltage 1phase or 3 phase 240 volts BTUs M# 585epo36o75

Looking at the model number, it appears to be a 3 ton. (36,000 btu) Most all residential units are single phase and most all commercial are 3 phase. One way to tell, look to see if the compressor has a capacitor. 3 phase never use capacitors on the compressors as they are not needed. Some residential units have a "Dual" capacitor. That is, it has 3 terminals, 1 common, 1 for condenser fan motor, and 1 for the compressor. Also, this info should be printed on the unit's lable.
