Hello Anvar, hi, to run the power supply on its own, you need to short the green wire with the black wire. (plug in the unit)
using a Volt meter, select a range of DC 50V. put the black probe of the voltmeter to any black wire, and the red probe to the ff:

red is 5V
Yellow is 12V
orange is around 3.3V
Blue is negative 12 (switch or interchange the probe to properly read 12V on the voltmeter)
White is negative 5.

Hp Pavilion a1620n seems completely dead. Went through a diagnostic and presumed the ps was burnt out. Have since seen the ps light on while all internal cables are unplugged. Can plug all cables in and ps...

No, it indicates a bad power supply.

1) ALL the lights use less than 1 Watt
2) EACH fan uses 2 to 3 Watts

3) A typical processor uses 55 to 125 WATTS.

In most cases the inside of the computer is dirty, as well as the inside of the Power Supply, and it's fan.

Heat = Wasted Energy
When the Heatsinks inside a power supply, and it's Fan, (To include the fan blades, fan center hub, and surrounding fan cage), become clogged with gunk, the cooling capacity of the power supply drops tremendously.

Since Heat = Wasted Energy the power supply tries to keep up with the power load demands.
Eventually components inside the power supply fail.

(Usually the Electrolytic Capacitors are the first to go)

Any power supply will do as long as it has the same specs as the dead one, which will be:

Input : x Volts AC
Output: x Volts AC or DC
Watts: x
Amps: in millamps
Polarity: (for power supply with DC output only) Center pin = plus or Center pin = minus

You should be able to find the matching transformer/adapter/power supply at Radio Shack.

It looks like a standard size case. Any power supply should fit. I doubt you'll find anything under 400 watts nowadays.
