First Make sure that both you and the person you are calling are using the latest version of Skype.
http://www.skype.com/go/getskype-full
If your contact cannot hear you, it can be either on your side or theirs.
Please confirm that you have done the following:
If you go in the Tool menu, then Options, you will get a section called Audio settings.
There you can chose the right Input device, in your case you want the microphone of your webcam, and once it is selected try talking and you should see a "green line" showing as you speak confirming that the device is properly recording.
If the green line is short, you might want to boost the volume by moving the blue dot to the right. You can also uncheck the "adjust my volume automatically" since it can put your volume very low every time a loud noise is caught by the microphone.
If the camera microphone is not listed, installing your webcam software again should make it available after a reboot.
After That, try making a test call (Echo/Sound Test Service). If you can record your own voice and hear it played back to you, then the problem may lie with the person you are calling. If so, ask them to follow these instructions.
open skype go to tools from the drop down list select options scroll to audio settings you can make a free test call before you try to make a call make sure the microphone is using the same as your computers audio you can make a free test call if you cant get the microphone to work you can select learn about setting up your audio equipment also click start control panel sounds and audio devices audio and also voice it
1 .You need to confirm if its the volume or the mic of your phone that has the problem.
2 .If its the mic, your callers would not hear you but you would be able to hear them.
3. You can Adjust the volume of your iPhone by depressing the volume button on the left edge of the phone, close to the top. This will cause a volume indicator to appear, superimposed over the other icons on your screen. This will increase the volume of your ringer. If you wish to adjust the volume of the phone speaker, use this button during a live phone call. You can also control the volume of your speaker when you are using your iPhone as a music player in the same manner.
4. If its the mic, remove the iPhone from the case, as your case may be blocking the device's microphone.
5. Plug the iPhone device cable into the iPhone and into the computer's USB port.
6.Launch iTunes. Click "iPhone" or the device's name in the sidebar in iTunes and click "Summary then Click "Check for Update" and "Download and Install" to update your iPhone's OS.
7. Remove the device cable after the update finishes and insert your headphone jack into the iPhone's headphones port, tap "Phone" on the home screen, tap "Contacts" and tap a contact to place a call.
8. Press the "+" button on the microphone to increase your microphone's volume.
9. If the problem persists take your iPhone to your local Apple Store for professional service.
BEST OF LUCK

CONFIGURE TO MSN
Re-boot
the webcam by unplugging and plugging it back in again - Its always
good practice to do this before you open MSN. If you have been using
your webcam in another program, it can remain hooked up to the old
program and you will get an error message " Unable to find webcam or
being used elsewhere"
Webcam Connected Open MSN Click (
> ) Open Menu >Tools > Audio & Video set-up > Set mic
as default and run through audio set-up > Next > set webcam as
default and adjust Webcam Settings > Finish
It sounds like your microphone volume is too loud. Get someone on a call with you so they can tell you how it sounds as you adjust it. Turn down the mic volume by pressing the + & - buttons on the earpiece together once which puts the earpiece into mic adjust mode. Then decrease the mic volume by pressing the minus button a few times until it sounds right. The earpiece will automatically revert to normal mode within a few seconds.
If this doesn't work it may be that you need to adjust the compatibility setting for the new phone. This is the small black dial on the base station. The most common setting is 'A' but you may need to experiment with other settings for that phone.
I would think that your mic part is shot or you need to adjust the volume of your mic. Go to Start---->Control Panel---->Sounds And Devices---->Volume----->Advanced now adjust your input mic levels a little lower.
