The tank is overheating when not in use. If it is an electric water heater, you must replace the upper and lower thermostats as well as the high limit(reset button). If the tank is 10 years old or more, you may want to replace it rather than fix it as the average life of a tank is about 10 years before it starts leaking.
sounds like anti theft.is the anti theft light blinking in the dash? if so it probably damaged the halo sensor around the ignition switch(pickup coil for resistance) when the airbag went off.
The reset button kicks out because the thermostat detects overheating. Anything over 150 degrees, the reset kicks out.
This is caused by 4 things. 1) Bad upper or lower thermostat. Thermostat sticking in 'on' position and elements overheating water. 2) Factory-installed insulation and cover are removed 3) Bad element shorted to ground at center of element, and element continues heating with 120V through the ground wire. 4) Loose wire near upper thermostat, that is shorting and causing heat. http://waterheatertimer.org/How-to-troubleshoot-electric-problems-with-water-heater.html

Check the top thermostat... right above it is a red button that you will have push hard on to reset...
If all that checks out then you have a bad top element...replace that...
Thank you for posting your question here on Fixya.com. With your meter check to see if the motor is still getting voltage when it kicks off. If it is the motor needs servicing. If not, look for which component (such as the relay) is dropping line voltage and replace it. after cleaning the filters or changing them it does take a minute for it kick on... Now if it hasn't kicked on yet, you might need to reset it. there should be a reset button on the top, if not what you need to do is shut it off and then unplug for about 5 minutes. somtimes the fan might be dirty or clogged so i would check that as well and make sure nothing is interferring with it moving. if that doesn't work, cause i have used this product before. what you need to do is call the manufacturer let them know your warranty. as long as your under the warranty they should be able to replace the unit for you. they will need the date code/ or the reciept to verify the warranty. If you have the reciept they will ask you to fax it in because it is quicker. once they have that, they will give you a call back to discuss other options if you are still under warranty.
The top button is connected to the top heater element which is likely shorting out. Drain the tank below the element that the thermostat is attached to. Remove and replace the element
