Sounds like the main pump needs to be replaced. Mine is similar and the pump just went out with the same symptoms. 130 bucks if I remember correctly.

Hi. this is a failed timer device. simply replacing the timer control module will eliminate these issues you are having.

The motor may be siezed, or there may be something in the impeller that is keeping the motor from turning.
The only way to know for sure is to remove the motor unit and visually inspect it.
If you cannot manually move the impeller or if it is very difficult to turn, then you will need to replace the motor unit assembly.
