The "CY" means that is was build in China by Yako. However the first 2 numbers indicate year made,but 21 doesn't fit the form.Double check those first 2 numbers. Is it a Strat or Telecaster.Either way most Chinese Squires go for $130-$200 ish.

Corona factory was opened in 1985, Corona California, with major guitar production starting in 1987. With the addition of a custom shop in 1987 the plant currently employs about 700 workers. Apart from general and Custom Shop Fender instruments and amplifiers, it also encompasses Guild acoustic & electric guitars.
"Vent" holes? Is there a "sound" hole (Thinline Telecaster)? If not then it's a regular ol' Tele. Fender does not list any eight digit serial numbers for any electric guitars. It may be a counterfeit guitar and not a Fender at all.
